It was part of the “rehabilitative era.” School buildings in prisons were like satellite campuses of colleges, and federal and state grants paid prisoners’ tuitions. But the following years brought unemployment, crack cocaine, the Willie Horton debacle and tough-on-crime rhetoric.”
